If it is forsythia it is one I've never seen before. The flowers are difficult to see from the photograph, but look the wrong shape to me.
Any chance of a close-up of the flowers?

Yes, forsythia. My neighbor has one in bloom now, because it has been such a warm February. We normally see them bloom in March. (P.S.–I'm okiewife on twitter)
